Online, and free, editors for more advanced Image editors include Lunapic and Photopea - These web based applications are very impressive!

Often the best software is installed on your computer. These options are open source and free to use. 

Yes, they are more complex but they have tutorials and help available to get started. 

 

It's worth bearing in mind that these programs are made much better if you use a Graphics Tablet and pen, which are inexpensive to buy but make the "digital drawing" experience much more successful and satisfying.
